This notice covers the DC5 WHOIS instance operated by DC5. If you run your own copy of the software, you are the controller for that copy and must publish your own notice.

Controller: Individual entrepreneur Halata Yevhenii Vitaliiovych (ФОП Галата Євгеній Віталійович), Kharkiv, Kharkiv Oblast, Ukraine. Contact: info@dc5.tech or https://dc5.tech/contact.

What this service does

You submit a lookup target (domain, IP, CIDR, ASN or Web3 name). The service queries public registration, DNS and naming systems and local datasets, and shows the result. Results can contain personal data that registries or registrars publish themselves (WHOIS / RDAP contacts); we display it, we do not collect it about you.

Data we process

  • Your query. Used to perform the lookup. Lookup history is disabled on this instance and results stay in an in-memory cache for about ten minutes. During the launch period the web server’s access log records full request URLs for troubleshooting; a result page URL contains the name you looked up. That log is kept for up to seven days.
  • Your IP address. Used in memory for rate limiting and abuse prevention, and recorded with the request URL, status, timing and browser user agent in access logs. Logs are rotated and kept for up to seven days.
  • Usage statistics. We count visits and lookups per day in aggregate: number of distinct visitors, lookups by type (domain, IP, …), the kind of page viewed, and the host of an external page that linked here. A visitor is counted by a hash of the IP address with a key that changes every day and is never stored, so the counts cannot be turned back into addresses or linked across days. No query, IP address or cookie is kept for this.
  • Recent queries in your browser. The search form keeps your last lookups in your browser’s localStorage. They stay on your device; see Cookies.

What we do not do

  • No user accounts, payments or marketing lists.
  • No analytics, advertising or tracking cookies; no third-party scripts that see your queries.
  • No search-engine indexing of result pages (they are noindex).
  • No connections to the looked-up target beyond DNS, RDAP and WHOIS queries.

Who else sees a lookup

  • Registries and DNS servers. RDAP, WHOIS and DNS servers responsible for the target receive the query from our server — not from your browser, and without your IP address.
  • Web3 names. ENS, Unstoppable and SPACE ID names are resolved through a blockchain RPC provider contracted by the operator; that provider sees the name (as its hash) but not your IP. Handshake names are resolved by our own resolver on the Handshake network.
  • Local data. Geolocation (MaxMind GeoLite2), reputation lists, cloud / CDN ranges, Tor and Private Relay lists are downloaded copies on our server; no third party is asked at lookup time.
  • Hosting. The service runs on a dedicated server in a data centre in Germany (OVHcloud). Its DNS is hosted by Cloudflare without proxying, so traffic goes directly to our server.

Legal bases

The Law of Ukraine “On Personal Data Protection” (No. 2297-VI): processing to provide the lookup you requested and the operator’s legitimate interest in keeping the service available. Where the GDPR applies to a visitor in the EU/EEA (Art. 3(2)): Art. 6(1)(f), legitimate interest in providing the requested technical query and in protecting the service from abuse.

Your rights

You may ask for access, rectification, erasure, restriction or objection, and where the GDPR applies, portability. Write to info@dc5.tech. Complaints may be lodged with the Ukrainian Parliament Commissioner for Human Rights (Ombudsman), or with the supervisory authority of the EU/EEA country where you live. We cannot erase data that a public registry keeps publishing; that request belongs with the registry or registrar.

Transfers

Answering a lookup means contacting the registry, DNS or RPC servers for the target, which may be outside Ukraine and the EEA. That transfer is part of the query you asked for.
